Indeed

No benefit to the consumer

A bit of benefit to Hydro Quebec, who don't care much either way.

Most benefit to the tank maker, who are conning the consumer.

  It appears that with no interrupts there are lower lows and lower highs.
I'm sure with TOU tariffs in place it would make for an even flatter curve.
