I've always been under the impression (wrongly or rightly so) that Energy  
Star was a dumbed-down standard to accommodate the slackers (read: tract  
home developers) who couldn't bother with trying to measure up to more  
stringent standards that were already in use in the 1980s by the  
energy-efficiency set.

This was an opinion formed in the early 1990's.  But of course, you know  
what they say about those who make assumptions.
