[Greenbuilding] Floor electrical outlets in Ontario House

Lynelle,
Faced with the same situation, I created a chase at the bottom of
the outside walls with 2x2s, one on the floor, one above with ~4" space
between. In that space I ran the wire & placed plug boxes (wire
fastened to the wall). I covered the chase with a baseboard (cutouts
for the plug boxes of course). Sort of like a home-made wiremold.
Above this "fat baseboard" I place our baseboard hot-water radiators.
I was uncertain whether the inspector would like it, but was
similarly unwilling to punch holes into my outside walls. The inspector
saw it and said nothing at all.
An extra bonus, with the baseboard radiators a few inches above the
floor, they don't suck in so much dust like normal.
Don't know if a sketch will come through, but trying to attach one....
