Dear Crispin,
Azadirachtin, the insecticidal substance in neem oil is chemically not
stable and one finds that older oil samples have very little or no
azadirachtin. It is not an instant killer like the chemical insecticides but
acts as a juvenile hormone analogue on insects and stops their
development. It therefore works best as a prophylectic measure. When eggs
laid by a moth hatch into leaf eating caterpillars,  azadirachtin stops
their further development.
