Absolutely. A lesson from the decade spent trying to come up with lower
emissions stoves in Ulaanbaatar is that to get the right answer you have to
ask the right question.  For years people concentrated on lowering the
consumption of fuel in the belief that the emissions were related to the
fuel itself, rather than the way the stove burned it. The thermal efficiency
might have been raised quite a bit and the emissions increased! They are not
necessarily related.

The present mantra is, "This is not a thermal efficiency problem, it is an
emissions problem!"
