The flame speed is lower than the gas exit speed. The gas slows as it enters
the open space. The flame works its way to that point where the flame speed
exactly equals the gas velocity.

 

I think you have too much secondary air, based on your description (which
was very clear). Try blocking every second hole by dropping in a bolt and
see what happens to the flame pattern. Perhaps also try reducing the outer
ring by 30% in diameter (50% of the area) to see how that affects the
pattern. In both cases it should reduce the excess air ratio and increase
the flame temperature.
