Dear Paul
 
So the common reaction is to shift to biomass. I have seen this in two other
(African) countries and wondered if it was the same. It means the biomass
fuel chain is there, but only used when times are tight.
 
Because propane has been suggested as a general solution for Haiti I have
given some attention to what happens if/when the supply is interrupted or
(more often) the supply is cut off deliberately to increase the price when
it returns as happened in June 2008 all over the world.
 
It is hard to cut off the supply of biomass, anywhere.

I am not sure exactly what happens when people run out of gas.
Some borrow money from loan-sharks.
Some burn low-grade biomass.
Some buy charcoal from minority people.
Some minority people make charcoal to get them through hard times.
Some minority people face starvation for three to four months each year.
