Kevin, your point is why a stainless steel screen might work better than expected. That, or a chrome or nickel-plated mild steel one. 

Some people make the radiator out of plated expanded steel mesh. It is not all that hot - maybe 800. The plating means the material has a low emissivity anyway so it could be the H2O and CO2 could be doing a lot of radiation from near the surface. I haven't read anything that came close to saying that though. The fact that the metal is red hot tells you it is not IR. If it was efficient in IR it would be black.
