I have in my unwisdom repaired a tank (brazing) from my Cortina without adequate treatment. It was nearly full of water but still managed to retain some fumes from the wall or something. It went pop which was disconcerting, and disciplining. 

It is not that easy to get petrol fumes out of a tank. The mount repair probably relied on evaporative cooking in the absence of air. Pretty safe. I recall Cadillac advertising that their electric fuel pump was inside the tank where there was no enough air to burn should there be a spark.  

Drum explosions are quite common and heating propane cylinders with a fire as well. That's why propane is considered dangerous in many communities. It is easy to misuse.

My mate, a retired squadron leader,regaled me with the tale of a
native artisan in Malaya brazing shut a cracked mount on a motorbike
tank with petrol still in the tank and it not exploding but I wouldn't
dream of doing it.
