In a TLUD it's all about the uniformity of air flow.
If corn cobs were cut to the same length, they just might be sufficiently uniform.

With a given species of fuel, I think it is more a relation of relative size (that would determine pressure drop and uniformity of flow across the fuel bed), and surface area and diameter of the fuel particle. (That will have a large impact on fuel burning characteristics.)
For example, consider a TLUD running on wood spheres of say 1/4" daimeter, and 1" diameter. Such stoves would have quite different operating characteristics.
