[Stoves] Terms and Definitions - Stoves and ISO (Re: Paul)

Can there be a "narrow" sense of "stove" that makes any sense to anybody
but the narrow-minded?
It was on this List some 20+ years ago that I remember asking for a
definition and characterization of "stoves". How does one go about
inventorying stoves and characterizing markets for stoves and fuels?
I drew a blank. Now we have an online Catalog
<http://catalog.cleancookstoves.org/> of Stoves thanks to GACC - but no
clue as to how this is useful and to whom. Usability of GACC is as much in
question as usability of stoves.
(Around then some silly inventorization of fuels had begun to acquire the
status of "database". I had begun seriously on such work back in 1980 and
knew how IPCC "guidelines" on national emission inventories were prepared
beginning around 1988. By 1994, I was also involved in USDOE inventories
and corporate inventories. As I recall it, someone at USDOE/EIA - a
marvellous man whose name I forget - had prepared and filed his own
"voluntary action" form for personal GHG. I kidded him then about the
potential abuse that later came to be known as "carbon footprint" and the
fakery of "Voluntary Carbon", "Gold Standard".)
Terms and definition are crucial to science. S/He who controls Terms and
Definitions - and the process of measurement - controls science. (Yes, we
all now know how science is controlled.)
I was amused to discover yesterday that ISO ISO/NP TR 21276

I also discovered something called TC285

Or am I? I see the TC285 Business Plan says "Over 4 million premature
deaths annually are caused by exposure to smoke from open fires and
traditional cookstoves."
What baloney. What utter lie.
Premature deaths annually are NOT "caused". They are ALLOCATED, ATTRIBUTED.
Witches' Brew is not science. But then I am not a bloody scientist. Thy
Glory, God! Thou saved me from the sin of doing science for politics and
guided me to doing budgeting and drafting for policy. (My first college
degree is in Chemistry and Math.)

I apologize for my outrage, negativity, combativity. To stay quiet in the
face of "fake news" is a crime against humanity.
I knew about the Lima Consensus back four years ago. In a way, that is what
"science" could reasonably deliver -- definitions and measurements. Science
couldn't deliver on "usability", "contextual design", or anything that is
relevant to real cooks in real life.
But I didn't know the details of ISO shenanigans even as I railed against
the whole idea. As Cecil pointed out, ISO testing is "premature".
Besides, I have my own gripe against boiling water. I knew about the Water
Boiling Test back in 1983 - as a research assistant to Fernando Manibog
whose review paper on "improved stoves" I quoted from on this List a few
months ago.
My blood boils. It can't really be that I am all alone.
GACC has its own claims on Standards
<http://cleancookstoves.org/technology-and-fuels/standards/>, beginning with
"Standards provide rigorous definitions and goals for emissions (relevant
for climate and health), efficiency, safety, durability, and quality."
I think this is a dubious claim. From whatever I understand and can
imagine, emission rates have little to do with "health" (except via HAPIt
and such fictions of what I call "the box paradigm" for people who want to
keep their heads in boxes of their own choice). Or for climate.
To point out the obvious, "health" is more than smoke and even then it's
exposures - and the duration and dosage profiles - that matter, not
emissions. And as for "climate", it's the atmospheric stocks that matter
(depending on what gobbledygook of climate model forecasts you choose to
believe in).
Oh, well. I must say I am aggrieved to discover the IWA Technical Content
<http://cleancookstoves.org/binary-data/DOCUMENT/file/000/000/6-1.pdf> that
lists Harold, Crispin, Xavier, James Robinson as "Workshop Contributors".
I had no idea. I thought that IWA referred to the Lima Consensus. I am
sorry; I can't recall how I got that impression.
I did know of Testing Protocols

Developed Collaboratively by Alliance Partners. I have no idea of how this
"collaboration" was achieved.

I am getting curiouser and curiouser. Whose interests does this TC really
serve?

I wonder how ISO was coaxed into this paradigm. The whole thing is spurious
quantification. To generate support for "Results Based" aid.
That is, to cook up "results" for "goals". I happen to know something about
how that is done. I see its usefulness in, say, grants for bednets or
sewage infrastructure.
For cooking by the poor? And biomass cookstoves at that? I am proud of my
cynicism. Anything can be sold in the name of "access, health, environment,
or economic development" goals; employing scientists to generate propaganda
is not a misdemeanor, it's a high crime.
Oh, well. I discovered ISO also has a TC290
