Kirk Smith warned against the "natural urge" to consider "attributable" as
"avoidable".

No reason to go gung-ho about aDALY nonsense.

Besides, attribution does not imply causality in the medical sense; "risk
factor" is not a germ. This whole "Burden of Disease" is a statistical
jiggery-pokery of no relevance to a thoughtful air quality management
strategy as Harold could help us consider.

True, "Air pollution represents a major threat to public health in
Ulaanbaatar, and reductions in home heating emissions should be the primary
focus of future air pollution control efforts". But that is because the
central heat and power plant's emissions have been reduced dramatically.
