[Stoves] Is thermal efficiency an appropriate parameter?

Dear All

Is thermal efficiency (as defined in water boiling test) an appropriate
parameter to judge the performance of the stove or some kind of other
efficiency parameter are better representative stove performance?

Kindly find two papers attached where the performance parameters are
determined by ratio of CO/CO2. Is this a better parameter to judge a stove
performance rather than the thermal efficiency.
