Importantly, whether or not to include the ignition in the total is determined by the local context. In Ulaanbaatar, ignitions were the principle source of domestic emissions, creating as much as 88% of the city air pollution in some districts. In Hebei Province, they are irrelevant.  So the test protocol has to be constructed so that the context is appropriately constructed.
