Practically the same thing happens in starting or restarting a coal-fired
power plant.

Emission rates are only - repeat, only - relevant to maintaining or
progressing toward a set air quality standard (hourly, daily averages with
maxima when associated with penalties).

If there are no penalties, even air quality standards are meaningless.

So much for "truly health protective" emission rates and the diktat "no
stacking". Cleanness is a property of air breathed, not fuel emissions, at
any time or stage of combustion.

WHO and EPA emissions only survive in a world of hysteria, no intellectual
standards.
