Stovers,

Several interesting articles in this issue of Green Heat News. A main topics is 4th Wood Stove Design Challenge This is about heating stoves, and with some electricity generation.

       One item mentions ASAT (Aprovecho people as a separate entity). And a Chinese stove, and more.

Enjoy.

Focus on the NSPS and Congress

EPA sends 2 proposals to OMB to weaken NSPS<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bO5eRwAsDGpurIGxF5_Q81APuNFXy6q-T2bfXo9zpRYTcMuYupSv967YxCWlSJeEbiY41WrM1k8iyRklWJeg8Gu9GkcmSqZBLYQ7a803b1XiGlgc-pmDKpiER4g2vfCso--YNpm5VVHJzREWFHKi7f8fGNG_Rowi4v86oQ1WmLL4uGHfJfxshffH2jdFdUZmJGTkDJUnJYATs=&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==>
The EPA sent two proposals to the OMB in August, one of which proposes to allow retailers a period of time after the May 2020 compliance date to sell Step 1 units. The second proposal<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bOVL0ckJCr_ELzmNoOYNH3zFYpUl4kb4Y8tn8SRihSYeb3YtsAiy3c6YMDWXSU79RC5CPaPU-PDxJ6WuO2tAq1Rd-CPkRjCO8-jbo9QdPOrX8SwNx-JQpCIqP1w8NyrP65ngdJkIxDOXyZr1MThkg96TXSQJHh6nTpGVxY9pHFXZc=&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==>, on Aug. 7 appears to have a broader focus, bluntly stating that they “are soliciting comments on issues raised by industry.” Other non-industry stakeholders will also be able to raise issues.

Senate Bill seeks to extend life of Step 1 stoves<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bOLvyhG99wHnQhUeNe_mppgtYcgBO3MElplwyOInIBisQfqVhT3Pzs-v1-ugnWbhHWdvfXTbG-xj2G_yS2_HSG8IBxiopMY9qEeAUNJXH2xeKZbP5O3SdjSTKcKwo-pesJs2lkc6H_z5Y=&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==>
S. 1857 was introduced in 2017 and would give an additional 3 years for manufacturers to make and sell Step 1 stoves, which are typically twice as polluting as Step 2 stoves. This could result in about an additional half million Step 1 stoves to be installed in airsheds and communities. Introduced in 2017, it only has one new co-sponsor in 2018. It may go to committee mark-up this month, but getting passed into law this year is very unlikely.

Nearly 20% of stoves meet new emission standards; wood boilers lag behind<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bOWvv2Io4H-Wj6F_o5eEbBQgO1pArvwE9_o_t8VmmCwHUHj0qXLHC80Dzwht4ztanr4BzoYmSHDaxTgaswWJOlQWrlFYBLNSRxuDMaT9-J9MGHNVQKj0y0J09vLSaJ4rwCCQLr_9ECPI1v6fCBgeQhBZmYqAhmeSk5gbFV-Eek2LM=&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==>
Analysis: Many stove manufacturers are getting their stoves compliant for the stricter 2020 emission standards. But there are some laggards. Are they taking the deadline seriously or just assuming the Trump Administration will delay or water down the standards?

Opinion: Paul Williams, U.S. Stove<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bOPkwPIU3wPLOrmApgmjsU0c5GDoOyvs_19ogpo0qE2JwFL0rpUl_gD9WWVoc0uFQlyPui3bVLw6ZgfCue5GMrjv28tWDw448cB2zgBRIn1ty_u6j4McmG7R1_d9cMlmJjMKz3_VEo5T-r1H04bfWBEQ1mGBM4aHDz0d3JLZlsPUA=&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==>
Paul Williams VP for Business Intelligence at US Stove, based in Alabama, argues that without Senate action to delay the 2020 NSPS deadlines, it will “leave many Alabamians without affordable options to stay warm in winters ahead.” He says the EPA gave manufacturers 5 years to complete a process than normally takes 8.

Opinion: A $500 million gamble for the stove industry<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bOxsLy4jUcRGICGX4KjgpsVlMkw2BClzl8YlZsJTu0embM7CITYxFcSz3WOllLgrYj8FQe0wJ1hGXX39QdU_2bCRd_RtcQiXIbc6y3vzxsyUwwqexw0x7RNs5xA9PLWKZh2CxuJR-jk8z4lp7Z58gS63e0QsB8aXfwF-TcqHNl8WjJPOXtLRIlLw==&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==>
John Ackerly of the Alliance for Green Heat argues that an amendment to Senate bill S. 1857, that offers a one year sell through for retailers and nearly half a billion for a stove change out fund is a good compromise between industry, air agencies and other stakeholders. This would provide a massive economic boost to the stove industry, give retailers the next three winters to sell their existing stock and get Step 2 stoves into circulation faster.

A new report on thermal programs in Renewable Portfolio Standards finds that the 21 biomass heating projects in NH using the RPS program generated 43,094 thermal RECs, generating an estimated $991,162 in revenue for system owners. The projects displaced 1,500,851 gallons of #2 heating oil in 2017. INRS provided the performance analysis for the report.

Wood-burning stoves, the picturesque polluters<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bORRTdzKCs98MBA5U_KMkMeoBp405QE45zianhC0nUJM4itO3wUmw5uFFJ_ReYu6bCYnRy_zIXbUqzu5MZbXsywQ3kPeAjzBnFl9PR789fmsnmvckJKnsbCSkm9tKJdGya-ecRVWRbrGUZRcqUxBUl896q3sz_th9XJ2wpHjO3FhRdiVEoiMO6Vg==&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==>
About 7.5% of homes in Britain burn wood for ambience or warmth. By now the share is probably higher, since about 175,000 new stoves are sold each year. But home wood-burning now accounts for 38% of the particles emitted in Britain, more than twice the amount spewed by vehicles.

With New Hampshire biomass supports on hold, what about the waste wood?<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bO6eMMC8Uje9wnMujHVID6ZH8dZ_VXb1tbli5e_647KNI5JKjjDih0oQoGzETuQhp8GjmczLjcwnGGtiS0ddGqi8cczIwBsrTTpMrjRIqyQhxiAeMQKlMZ4qJzj8UeSn9Z91TotdHc-uInuCrFStZ0kP8-h85jQw5PW1pvMwfnhYaeq2R2f4rX5YSGr7EpMWbw-mC83jPaSPpTWdowInQoUw==&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==>
As biomass to electricity plants close in NH, experts say more widespread use of pellet heat could help find new uses for low-grade wood products. AGH argues that New England states need to promote pellet stoves, not just pellet boilers, to succeed in any real strategy to ramp up pellet heating.

Spotlight on Misleading Advertisements

We often receive tips and suggestions from stove manufacturers about grossly exaggerated advertising by some other manufacturer. Often, these tips have already been shared with the EPA. This month we highlight the Vogelzang TR007<http://r20.rs6.net/tn.jsp?f=001Kb0FDno2zepi1R-AYvH6zwpLZCN2qy028VDkUMGaqKZd1KbQfnntsWyzSuNVr1bOU1e-PdRrz_5MLTr--mVnVT5N5cRkMr_ET-cFeU4G5SUUbnUg450qZdWBnsK_K4ivOEVTmHdQC_6B1mC718NR7M_VE-h_f4aCa7PM-SqfYcik3XLC9BoknDRexLuSIbFztmlPQLYziRoq4FDlYO8lujKRseBaDBC9&c=yh_JGYlzi7LFAVjVCHO6l3WbU14aFkhHLUZ-blETbRu0Pyh_bHdqzA==&ch=YSGl_nGCzP_i3BKpTbWp6WReSfBmDyNvQad51_QL8Sx59S6p0aOdQA==> for its claim that it provides “up to 152,000 BTUs” and “Efficiency rating: 82%.” Many manufacturers exaggerate their BTUs but we could not find any higher than this one. Based on third party testing, the EPA lists the TR007 puts out up to 34,000 BTUs. Vogelzang is owned by US Stove. If you find a stove advertising more than 4 times the BTUs on the EPA list, or other egregious adverting practices, please send it to us at info at forgreenheat.org<mailto:info at forgreenheat.org>. Next up: fireplaces that advertise like wood stoves.
