Shivam it is simply not enough energy
You are only producing 0.9w of power (3Vx0.3A) bucking up to 5V means only
0.18amp is available - not counting any conversion efficiencies, not enough
to do very much.
I suggest you get a small Clamp multimeter so you can see both volatge and
current.
You will need to wire up multiple TEG to get usable power - most phones
need at minimum 1 amp @ 5V to charge - just check the charger that comes
with the phone.
You would need to put 6 of your TEG together to get usable energy. I
suggest you should wire 3 in series to get about 6V output - with 2 sets of
3 in paralllel.
