[Gasification] gas tax

Is anyone aware of restrictions being placed on gasifiers in a form of expensive permits, enviromental impact studies, or some levy in leau of a fuel tax? It is not inconcievable, that if, and when gasifier use spreads, governments will sound an alarm for losing taxes and allowing people fuel independence. Any thoughts?
