Hi Lynelle:
Check out the deep energy retrofit that a client of ours did to an
uninsulated concrete block schoolhouse building. It had an existing
uninsulated slab on grade. The client was a PE, and as I recall,  he did a
number of tests and dealt with it quite creatively:
