   different utilities face different issues and off peak is not a
universally useful option

  I think that would take a bit of explaining.  I suspect the only times it
would not be a useful option are

  1. there is so much industry working round that clock that the residential
consumption is trivial or

  2. about half the residential users are on permanent night-shift.

  I guess another possibility is that the Hydro Quebec makes so much power
thay don't know what to do with it.
