I have used Bora-care, however it is water soluble so not recommended for exposure to exterior elements.

I've not used vinegar, but I've heard that the borate based wood preservatives are very safe and low in toxicity.   Products like "Timbor" (a borate power which is mixed with water) and Bora-Care.  Both available on the web.

I've had both recommended to me by pretty knowledgeable people and have read the material safety docs and thought they looked pretty reasonable to use.
