[Stoves] wet fuel and smart fuel

Richard, well put, as usual. yet education of users requires a)
presence in the field, b) (staff) time and money. in our programmes in
Malawi the 'software' (logistical costs for user training in rural
areas) by far exceeded the 'hardware' costs of stoves.
