Some preparatory work for something like the Alliance began in 2007 by
Shell Foundation and was turned into a business plan by Jacob Moss in 2008.
When Lisa Jackson became the EPA Administrator with Gina McCarthy the chief
of Office of Air and Radiation, that business plan was revived and Jacob
Moss and Susan Annenberg charged with formulating the implementation
strategy.

That is from public sources. I also happen to know that in mid-2009,
Secretary Clinton's office (not USAID) had also commissioned some
feasibility study about this "100 by 2020" idea. Initially that was
supposed to also include 10,000 or 100,000 women entrepreneurs or
something.

Which is why a year ago I advanced the idea in this List that Ivanka Trump
could be roped in to take up the GACC cause. I wasn't writing in disdain
for GACC or Ivanka, but seriously suggesting that there are ways of
building bridges.
