SELF isn't what it used to be under Neville Williams. The last I heard,
about ten years ago, it is still a charity, though.

Lest you get enamored of other fictions and lose track of reality, let me
point out that accepting your standard - "Proposed mitigations require an
articulated theory of change so proofs can be made and effectiveness
judged. - would mean walking away from the so-called Paris Accord and its
"Carbon Budget".

It IS Christmas. Let's declare truce.
