Nobody has ever claimed that EPA has regulatory jurisdiction over heating and cooking appliances outside the US. You are just looking for another way of criticizing EPA, and insulting everyone who works for them, for being involved in helping to improve the lives of 7 billion people on the planet. While we may be critical of EPA, or EPA methods,  we welcome and applaud their contributions. 

 

Everyone involved in combustion, heat transfer, and emissions can benefit from the experiences presented in the Biomass Thermal Energy Council (BTEC) webinar. In the US and Canada, BTEC has done much to catalyze the improvement of biomass cooking and heating both from a technical and policy perspective. BTEC has also promoted fruitful international collaboration between appliance producers and policymakers.    

 

In our area, regulation of wood heating appliances started 40 years ago with ambient air quality testing that showed that 60% of the respirable particulate in our air shed came from wood burning. We saw immediate improvement in air quality with implementation, in the early 1980s, of our rudimentary standards for stove performance. Today most people have no idea what It was like before then. It wasn’t as bad as in most countries but it was not healthy. Regulated heating appliances are now used throughout the US and in many countries. 

 

Development of improved heating appliances has been a productive, collaborative, and beneficial international effort. In 1979, under the auspices of the American Society of Mechanical Engineers, we hosted an international conference on residential solid fuel heating appliances, at the Oregon Graduate Center,  which informed the development of our local and later national standards. Many of us who were involved in those early efforts are still working on improving lives in developing countries. Improving health and welfare in developing countries is why I have hosted this discussion list since 1996. For all of your criticism of the methods used in estimating health and other impacts of improved heating and cooking appliances the results have been visibly positive in both developed and developing countries.

Aren't these for high-cost heat stoves and HOBs in the colder regions of US?


Unlike cookstoves, EPA has subject matter jurisdiction over these for setting New Source Performance Standards (NSPS) and  may have shared enforcement jurisdiction along with states. It has gone through 30 years of research and regulatory development, and now that the Final Rule has gone into effect, it can seek State Implementation Plan development and enforcement. It also has legally established test methods and testing facilities. 

This is not the case with cookstoves at all. EPA has no jurisdiction, in the US (and of course not the rest of the world). Nor does EPA - or anybody - have legally established test methods or legally approved testing facilities. 

I would be glad to stand corrected - if Mr. Jetter provides a regulatory reference to cookstove testing procedures established under US laws or regulations.

He is currently a postdoctoral fellow at the Thermochemical Conversion Energy Laboratory at the Umeå University (Sweden) where he works on the characterization of energy performance and emissions from different types of biomass stoves that can be used for heating and cooking in Europe and other regions of the world. His research has been focused on the design of testing methods that can applied to evaluate and optimize the real-life performance of wood-log and pellet stoves, through a better control of the combustion air regulation, in order to address household air pollution issues through a transition to more advanced solid biofuels and technologies.

Tarm introduced Americans to the first bulk fed residential pellet boilers, lambda controlled wood boilers, and the first fully automatic wood pellet boilers. Scott was a founding board member of the Biomass Thermal Energy Council and an original member of the Northeast Biomass Thermal Energy Council. Scott lives in Lyme, NH with his wife and two children. Outside of work Scott likes nothing more than working on his woodlot, bicycling, fishing, or hunting. Scott holds a B.S. in Business Law and Public Policy from Syracuse University.
