I now see that you use your cover plate as a control valve.   That is 
not correct method.   TLUD stove gas output is controlled by the entry 
of the primary air.  Please read more of the documents about TLUD 
stoves.  You are learning by experience what has been established earlier.

At the same time, your experiment with the oats on the fuel bed is 
something new..
